Hey, we're deciding on how to handle guild alliances. Something will be posted here ASAP.

Until then, if you want an alliance and are free to speak for another Mabinogi guild then simply register then post a topic here stating that you wish to form an alliance and (probably) a temporary alliance will be formed until the formal alliance rules are determined.
